The International Dialogue Centre - KAICIID is seeking a Head, Budget and Finance for the Operations Division (OPS). You will be headquartered in Lisbon, Portugal, and work with an engaged and multicultural team of passionate individuals to deliver on our global mandate.

Your Team:

The Operations Division (OPS) is responsible for developing and implementing policies, systems and procedures which facilitate the smooth and efficient implementation of KAICIID strategy, programmes and activities. The Division ensures that the Centre has the necessary resources and administrative support. It contributes to the continuous development and improvement of the Centre’s operations, policies, and procedures in alignment with best practices applied in other inter-governmental organizations.

 

Role

Reporting to the Chief Operating Officer, the role holder is responsible for preparation of the Centre’s annual financial statements, for processing staff and vendor payments, and for reconciliation of accounts, ensuring that proper internal controls are in place.

 

Your Responsibilities:

  • Oversees the operations of the Budget and Finance functions and supervises and manages staff;
  • Develops, implements, maintains and ensures compliance with Financial Regulations and Rules and all financial and accounting policies and procedures ;
  • Undertakes research and analysis of policies and procedures and where necessary makes recommendations for changes for improving efficiencies;
  • Formulates the Centre’s yearly Programme and Budget in a results-based approach;
  • Reviews, analyses and finalizes cost estimates and budget proposals;
  • Advises senior management at regular intervals on issues pertaining to the Centre’s Programme and Budget and the management of its resources, provides accurate and comprehensive financial information to senior management;
  • Manages and monitors budget implementation and recommends reallocation of funds as necessary;
  • Coordinates and directs the preparation of the budget and financial forecasts and report variances;
  • Authorizes the releases of allotments in line with the approved budget and as approved by the Secretary General;
  • Establishes, maintains and reconciles the general ledger, maintain the chart of accounts;
  • Supervises the preparation of the Financial Statements to ensure their adherence to the Regulatory Framework as well as their timely completion;
  • Ensures adequate controls are installed and all financial transactions are properly recorded, filed, and reported on;
  • Applies International Financial Reporting Standards (IFRS) and generally accepted accounting principles and any other relevant public sector finance and accounting standards in order to ensure accurate financial reporting and regulatory compliance;
  • Coordinates the interaction with the External Auditors;
  • Ensures the receipt, custody, disbursement and investment of the entire funds/cash of the Centre;
  • Establishes and maintains cash controls, monitor cash reserves (and investments); manages the cash flow and prepares cash flow forecasts;
  • Ensures periodical preparation and reconciliation of bank statements;
  • Monitors and assesses performance of staff under his/her supervision;
  • Performs any other duties as assigned.

 

Our Ideal Candidate:

  • Advanced university degree in Finance, Accounting or a similar field; 
  • A minimum of 10 years of relevant experience in the field of financial management, budgeting and accounting, preferably in a non-profit sector, particularly within in an inter-governmental organization;
  • Experience with Enterprise Resource Planning (ERP) system, preferably UBW, is required;
  • Experience with reporting tools;
  • Strong understanding of IFRS, combined with knowledge of generally accepted accounting principles or public sector finance and accounting standards, with the ability to apply these in financial reporting and compliance;
  • Experience in developing and implementing accounting and financial rules and procedures in a United Nations (UN) system organization is an advantage;
  • Experience in maintaining relationships with key external stakeholders such as delegations of Member States, donors or investors is an advantage;
  • Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment;
  • Strong analytical, organizational, and supervisory skills;
  • Proficiency in Microsoft Excel;
  • Proven analytical and organizational skills, ability to think creatively;
  • Ability to build constructive working relationships and partnerships within and outside the Centre, at all levels, in a multi-cultural, multi-ethnic environment, with sensitivity and respect for diversity.

 

Languages:

  •  English proficiency required;
  •  Knowledge of any other major language is desirable.

 

Terms of Appointment:

KAICIID offers fixed-term contracts of one year with a possibility of extension, subject to satisfactory performance and the continuing need for the position. The yearly salary for this role is EUR 95,604 (Grade 3, Step 1) and is exempt from income tax in Portugal. Other benefits for eligible staff members who are not nationals or permanent residents of the country of the duty station include housing allowance, education allowance, relocation allowance, home leave travel and health insurance.
